In rating you could tune parameters to match reality and its typically not a very critical process, unlike design. Ratign and design are two very deferent things. If design procedure is not accurate, I would expect rating calculations/algorithms to be inaccurate as well. In other words, if the same software is used for design (not reliable) and rating (reliable?), then you can actually rate your heater design by using the same software, and see if all the criteria are being met. Why the same software could be suitable for rating, but not for design calculations? These things usually go in parallel.
